He has also publicly weighed scrapping a United States trade deal with South Korea in a bid to fulfill promises he made during the election campaign, and threatened to make South Korea pay for THAAD, even though it was Washington pushing for the system's deployment.

Chinese Foreign Ministry spokesman Geng Shuang said Wednesday that China remains strongly opposed to it.

"The government had no choice but to deploy THAAD for national security purposes and to protect people from North Korea's nuclear and missile advancements and its provocations".

South Korea and the United States are technically still at war with North Korea after the 1950-53 Korean conflict ended with a truce, not a peace treaty.

"South Korea's North Korea policy can be divided into before and after the sixth nuclear test", said DP Rep. Jung Sung-ho.

A THAAD battery normally consists of six launchers capable of firing up to 48 interceptor missiles, but only two have been operational.

The president expressed regret over the clash between police forces and some 500 local residents of Seongju, who staged a sit-in to block the additional THAAD launchers from entering the newly created military base there.

He called for it to be resolved through a road map proposed by Moscow and Beijing.

South Korea is closely watching North Korea over the possibility it may launch another intercontinental ballistic missile as soon as Saturday, as it celebrates its founding anniversary. He said it "offers a genuine way to defuse the tensions and a step-by-step settlement".

North Korea vehemently objects to military exercises on or near the peninsula, and China and Russian Federation have suggested the United States and South Korea halt their exercises to lower tension.

Geng told reporters that China had complained to the US and South Korea and urged them to "take seriously the security concerns and interests of China and other regional countries".

During a telephone call on the evening of September 4, South Korean President Moon Jae-in and US President Donald Trump agreed to maximize pressure on North Korea using all available methods.

South Korean President Moon Jae-in, who during his presidential campaign vowed to review the deployment, halted the installation of the remaining four launchers in June pending an environmental review.

Moon's trip to the Russian city followed North Korea's latest nuclear test Sunday.

The two agreed to push for a new UNSC resolution on North Korea that would completely cut off oil supplies to the country already stricken by a chronic energy shortage. In a situation where North Korea continues to develop nuclear weapons and long-range missiles despite the strong concerns and warnings of the global community, it's obvious that South Korea can not just be a bystander. Summing up, Vladimir Putin thanked all the contributors who provided tremendous financial support in the development of the far Eastern Federal district.

US President Donald Trump criticized Moon this week for seeking "appeasement" with Pyongyang, while in August, Moon issued a forceful statement rebuking Trump's threats of "fire and fury" against North Korea, saying that any military actions on the Korean Peninsula must be made in consultation and with agreement from Seoul. The North says it detonated a hydrogen bomb in its sixth nuclear test on Sunday. Abe is due to meet Putin separately later today.
