Trump also said former Foreign Secretary Boris Johnson, who quit this week over May's Brexit plan, would make a "great prime minister".

FILE - Russia's President Vladimir Putin talks to U.S. President Donald Trump during their bilateral meeting at the G20 summit in Hamburg, Germany, July 7, 2017. So in a sense we're competitors, not a question of friend or enemy. But we'll also be talking about other things. He also said about China, "China is going to be, I think, very successfully, ultimately, taken care of".

President Donald Trump has already scripted out his conversation with Russian President Vladimir Putin when he brings up election meddling - and he's not predicting a courtroom thriller.

"It is up to President Trump to hold Putin accountable for his actions during the meeting in Helsinki", McCain said in a statement. But the United States president is expected to face mass protests during his trip's next leg in London - complete with a giant "Trump baby" balloon - that tens of thousands of people have said they plan to attend.

"GRU officers who knowingly and intentionally conspired with each other, and with persons known and known to the Grand Jury (collectively the "Conspirators"), to gain unauthorized access (to "hack") into the computers of USA persons and entities involved in the 2016 US presidential election, steal documents from those computers, and stage releases of the stolen documents to interfere with the 2016 USA presidential election", says the Justice Department.

Rosenstein said the president had been briefed on the charges earlier this week.

The Kremlin has always been trying to arrange a summit, betting that Putin and Trump will get on well and stop a sharp downwards spiral in bilateral ties.

Trump said he anticipates Putin will again deny any Kremlin interference in the election.

Some of the closest U.S. allies were still reeling from Trump's diatribe accusing Germany of being "a captive of Russia" and insistence that "delinquent" allies increase defense spending "immediately".

"Germany has agreed to do a lot better than they were doing, and we're very happy with that", Trump said, without going into specifics.

"The president's task is to reverse his disturbing tendency to show America's adversaries the deference and esteem that should be reserved for our closest allies", McCain said.

Trump and first lady Melania Trump will have a separate breakfast meeting with Niinisto and his spouse, Jenni Haukio, on Monday morning. Trump claimed a personal victory after telling European allies to increase their defence spending or lose Washington's support.

"This was an Obama disaster", Trump said.

Ahead of the Finland meeting, Trump upended a North Atlantic Treaty Organisation summit in Brussels this week by demanding that America's closest allies more rapidly increase their defense spending.

Senator Jack Reed of Rhode Island, the top Democrat on the Senate Armed Services Committee, said Trump shouldn't meet with Russia's leader "in light of this stunning indictment by the Justice Department that these Russian conspirators attacked our democracy and were communicating with Americans to interfere in our election". "The Russian state has never interfered and has no intention of interfering in the US elections", Putin's foreign affairs adviser, Yuri Ushakov, said Friday. Schiff said on CNN that Trump should "cut his losses on this disastrous trip to Europe" and return without engaging with the Russian leader.

Trump arrived about a half-hour late to a North Atlantic Council meeting with Georgia and Ukraine, two countries who have both been invaded by Russian Federation in the last decade.
