Mr Moon announced that Kim would dismantle the Tongchang-ri facility, also known as the Sohae Satellite Launching Station - a well-known site associated with various aspects of the country's space and ballistic missile programs.

The move was part of an initial effort to improve relations between the two Koreas ahead of a summit between the United States and North Korea, which took place in June.

North Korea would also shut down its Dongchang-ri missile engine testing and launch facility and allow the process to be monitored by worldwide observers.

On Twitter, President Donald Trump called these developments "very exciting".

Declaring they had made a major step toward peace, Moon and Kim stood side by side as they announced their joint statement to a group of North and South Korean reporters after a closed-door meeting Wednesday morning.

"We can take military measures to achieve the objective of the "armistice agreement" by making the demilitarized zone into peace zone for the first time in 65 years", the defense ministry said in a separate statement.

North Korean leader Kim Jong Un and South Korean President Moon Jae-in held a joint news conference after the signing ceremony, and after the two Korea's defence chiefs adopted a separate military pact.

"We are not afraid of future challenges".

The signing comes during a three day visit to Pyongyang by Mr Moon. South Korea is a deeply divided place politically, with a chasm between conservatives who hate the North and liberals who want to reach out.

What did Kim say at the summit?

② The two sides agreed to engage in constant communication and close consultations to review the implementation of the Agreement and prevent accidental military clashes by promptly activating the Inter-Korean Joint Military Committee.

The statement also said Kim would visit Seoul in the near future.

Do said that co-hosting the Games would build on the success of this year's Winter Olympics in Pyeongchang, where North Korea's participation helped ease tensions on the peninsula.

The pledge to close Yongbyong is also a clever play by North Korea.

Unlike Trump's initial tweets praising the summit, the news brought a quick and negative response from Republican Sen.

Trump is struggling to convince Pyongyang to abandon its nuclear and missile programs without any preconditions, but the US president tweeted the outcome of the latest summit was "Very exciting!"

However, "President Moon makes economic promises he can't deliver without United Nations and USA acquiesce to accepting blatant violations of United Nations resolution sanctions and US laws", wrote Klinger.

"Through this agreement, the South and the North can practically resume a preliminary level of operational arms control", he said. Just last month, Trump canceled Secretary of State Michael Pompeo's planned trip to Pyongyang due to a lack of progress after a landmark summit with Kim in June.

North Korea first staged its mass games in 2002, when Kim's father, Kim Jong-il, was leader.

These talks were meant to be a precursor to a second summit for Kim and Trump.

"As The Associated Press notes of the agreement, ". while containing several tantalizing offers, it appears to fall short of the major steps many in Washington had been looking for - such as a commitment by Pyongyang to provide a list of the North's nuclear facilities, a solid step-by-step timeline or an agreement to allow worldwide inspectors in to assess progress or discover violations".

"Under the grand premise, minor disputes and unintended collateral damages like sanctions violations are seen as okay if the progress in inter-Korean relations can lead to progress in denuclearization", Kim said.
