Lisa Murkowski, R-Alaska, voted against cutting off debate, while Sen. They have said they feel the report was tailored to not offer any new information into the allegations against Judge Kavanaugh.

Kavanaugh's nomination will need 51 votes to advance.

Vice-President Mike Pence, who could have broken a 50-50 tie, watched the vote from the White House.

The Senate's vote means it chose to allow for a final vote on Kavanaugh that will determine whether he ascends to the highest court in the land.

Trump was speaking while Washington vote-counters were still trying to figure out how a handful of Republican and Democratic senators would vote on a procedural roll call Friday and a final confirmation tally that could come as early as Saturday. Instead, she will announce her position on Kavanaugh at 3 p.m. Friday. Jeff Flake of Arizona - a key vote on the nomination - called for it with the backing of Republican Sens.

Kavanaugh also denies further misconduct claims against him from two other women.

At a signal from organizers, the group began holding up signs and chanting.

The California Democrat said that the judge's behavior showed "a man filled with anger and aggression". Heidi Heitkamp (D-ND) has said she'll vote no. Say it clear. Kavanaugh's not welcome here.

In his op-ed, Kavanaugh stressed that "the Supreme Court must never be viewed as a partisan institution".

A second undeclared Republican, Susan Collins of ME, also expressed satisfaction with the probe, calling it "a very thorough investigation" and paid two visits to the off-limits room where the document was being displayed to lawmakers. He has denied allegations of sexual assault by psychology professor Christine Blasey Ford, describing them in testimony before the Senate Judiciary Committee last week as part of a political smear campaign.

All four lawmakers who'd been undeclared said little or nothing to reporters as they left the chamber.

Complicating matters is that senators are reviewing the findings in shifts, Republicans for one hour, Democrats for an hour, and so for. Dick Durbin says he still believes Kavanaugh doesn't have the temperament and is too partisan.

"I might have been too emotional at times", he wrote.

Christine Blasey Ford charged Judge, Kavanaugh's friend from Georgetown Prep, was in the room when she claims Kavanaugh pinned her to a bed, groped her and covered her mouth when she screamed during a high school party in the 1980s.

Judge Brett Kavanaugh testifies to the Senate Judiciary Committee during his Supreme Court confirmation hearing in the Dirksen Senate Office Building on Capitol Hill September 27, 2018 in Washington, DC.

A procedural vote on Kavanaugh's nomination is set for Friday.

Also, the decisions of Republican Sens. Chuck Grassley, R-Iowa, said, "The resistance is located right here on Capitol Hill'" and urged his colleagues to "say no to mob rule" by voting to confirm Kavanaugh. My time in high school and college, more than 30 years ago, has been ridiculously distorted. If they both vote no, then it's hard to imagine how Kavanaugh could be confirmed. Neither has Democrat Joe Manchin of West Virginia.

Republicans defended him. "This investigation found no hint of misconduct", Senate Judiciary Committee chairman Chuck Grassley said.

KELLY: In the wee hours of this morning, the White House released a statement saying it had received the report from the Federal Bureau of Investigation and that, quote, "with this additional information, the White House is fully confident the Senate will vote to confirm Judge Kavanaugh to the Supreme Court". McConnell has insisted that it remain private.
