U.S. Rep. Dutch Ruppersberger of Maryland said in the tweet that he and about 40 other people were in a conference room at the hospital.

"Multiple sources tell @ABC that the active shooter scare at Walter Reed this afternoon was a drill - but someone forgot to indicate it was an exercise so some people mistook it for an actual threat, and then proper processes were followed".

Conflicting reports from different parts of the military caused confusion over what exactly happened at Walter Reed National Military Medical Center Tuesday following a report of an active shooter. The agency instructed individuals at the facility and nearby to await its all clear before entering or moving from shelter.

The Navy says a drill was taking place at a Maryland base that's home to Walter Reed National Military Medical Center, where an active shooter had been reported.

"There was no indication from the call that this could be a training exercise", she said.

The U.S. Navy also posted on Twitter that there was no active shooter and it was an "ad hoc drill".

He wrote: "I am now at Walter Reed Medical in Bethesda where we've been told there is an active shooter". Montgomery County police, however, told WTOP that they had been called as if it were a real incident.

The tweet said the congressman has "not been given any additional details but does not believe this to be a drill".

Montgomery County police spokeswoman Lucille Baur said the department sent over units at 2:23 p.m. after a request for assistance in what seemed like a legitimate report of an active shooter. The entirety of the medical campus was placed on lockdown, with no one allowed in or out until the facility had been cleared.
